From Failure to Success - how special measures are helping schools improve
Improving the least successful schools is an essential but difficult and sometimes slow business. If this country is to improve its educational performance in relation to other countries it is vital that the educational achievements of all pupils are improved. However, the achievements of pupils in our weakest schools are a particular cause for serious concern. There is clear evidence from frIspection that many pupils are underachieving. In recent years there has been much concern and research into the reasons for school failure. The reasons put forward are many and various but there is no doubt that the three most consistent factors found in weak schools are the underachievement of pupils, unsatisfactory or poor teaching and ineffective leadership. Pupils need good teaching to make progress and achieve good results.
